Was MMS Offshore Inspection Program Being Conducted on BP's Deepwater Horizon on April 20, 2010 as Alleged by Zac Zimmerman?


I cannot confirm the truth of Mr. Zimmerman's words in the above video, but an MMS inspection program does exist for Gulf of Mexico oil platforms. The MMS even runs drills where the MMS tests a company's ability to handle an oil spill.

Ensures Safe Operations


The Minerals Management Service (MMS) has an extensive, detailed inspection program to ensure the safety of offshore oil and gas operations.
This program places MMS inspectors offshore on drilling rigs and production platforms on a daily basis to check operator compliance with extensive safety and environmental protection requirements.

The MMS inspection program in the Gulf of Mexico is directed by a Regional Office located in New Orleans, and 6 local offices, which provide closer day-to-day review and inspection of drilling plans. These offices are located in Corpus Christi and Lake Jackson, Texas, and Lake Charles, Lafayette, Houma, and New Orleans, Louisiana.


Types of Inspections — The Gulf of Mexico Region of MMS conducts several types of inspection. Individual oil and gas companies (operators) have their drilling rig inspected before it begins drilling and at least once a month while it is drilling. Production operations are inspected before production begins, within two months after production begins, and at least once annually.
Unannounced inspections are conducted to foster a climate of safe operations, to maintain an MMS presence, to focus on operators with a poor performance record, and to re-inspect after a safety feature was previously found defective. The MMS also inspects well-workover and completion operations, pipeline installation, and platform and well abandonment. In addition, MMS certifies the content of all the training courses that industry's offshore personnel are required to attend and ensures that personnel on drilling rigs have had the necessary training.

The MMS also inspects the stockpiles of industry's equipment to contain and clean up oil spills. Stockpiles are located at nine strategic sites along the Gulf coast.
The MMS has instituted a program to land unannounced at an operator's facility to conduct a surprise drill to test the company's ability to deal with an oil spill. These drills have even been conducted at night.

Scope of Inspection Effort — The MMS has 49 inspectors
who go offshore every day using 12 leased helicopters. This $12 million effort places inspectors on rigs and production platforms with great regularity. Drilling inspections, for example, are conducted to ensure that the proper equipment is used, proper procedure is followed, approved drilling plans are followed, sufficient supplies are on location, and proper techniques are followed to maintain control of the well and to prevent blowouts, spills, and other accidents. During FY 95, the Gulf of Mexico Region conducted 1,253 drilling inspections, 4,096 production inspections, and 2,005 pipeline inspections, and 2,993 measurement inspections.

Penalties — If an operator is found in violation of a safety or environmental requirement, a citation is issued requiring that it be fixed within 7 days. On a drilling rig, for example, 160 items are checked. If important enough, the violation may call for the particular well component or the entire complex to be shut in. The MMS has routinely ordered shut-ins of industry operations. If the violation is serious enough and is found to be a "knowing and willful" violation, MMS refers it to the Department of Justice for criminal prosecution. Man Reportedly Finds Oil in Oysters at North Carolina Restaurant



If the oil is already making to people's dinner plates, then the true impact of the Gulf disaster is just beginning and enjoy seafood while you can.

A man says he found oil inside his oysters while eating at a restaurant located north of Charlotte this weekend.

Matthew Robertson is fascinated at the thought that an oyster from the Gulf Coast that was possibly soaked in oil made it onto his dinner plate.

Joint Functional Component Command Space Tracks Japanese Hayabusa Spacecraft Capsule During Re-entry in Australian Woomera Prohibited Area

OFFUTT AIR FORCE BASE, Neb. - The Joint Functional Component Command Space (JFCC Space) at Vandenberg Air Force Base, Calif., a component of United States Strategic Command, collaborated with Air Force Space Command personnel to provide Space Surveillance Network (SSN) support while tracking a Sample Return Capsule (SRC) from the Japanese Hayabusa spacecraft during its successful re-entry in the Australian Woomera Prohibited Area June 13.

A 26-person Joint team contributed to the re-entry operation, which occurred without incident. The Capsule reentered at 8:52 CDT and was subsequently recovered by Royal Australian Air Force (RAAF) and Japanese Aerospace Exploration Agency personnel after landing with the use of a parachute.

The role of JFCC Space in this event was to augment the RAAF's tracking efforts should the Capsule have maneuvered outside the range of Austrailian and Japanese Aerospace Exploration Agency radar coverage. The RAAF used redundant tracking methods to ensure the Capsule was visible throughout its journey home, to include Direction Finding Stations, the Woomera Test Range tracking radar, optical observation posts, and a NASA DC-8 aircraft.

Additionally, JFCC Space was asked to provide conjunction assessment to ensure safety of flight for the Hayabusa spacecraft and the other approximately 1,000 active satellites in Earth orbit. The SRC constitutes the first attempt to return sample material from an asteroid (Itokawa) to Earth.

"The event created dynamic tactics, techniques and procedures, and lessons learned to use for future operations," said Capt Casey Beard, Chief of SSA Operations at JFCC Space's Joint Space Operations Center. Additionally, Capt Beard noted that this event helped further international Space Situational Awareness (SSA) Sharing and showed that cooperation in the space domain ensured the spacecraft reentered without incident. Cooperation here included direct liaison between the Woomera Test Range, the Australian Liaison Officer in USSTRATCOM, NASA, JFCC Space and the Office of Secretary of Defense (OSD).

USSTRATCOM is one of ten U.S. unified commands under the Department of Defense (DOD). The command, including components, employs more than 2,700 people representing all four services including DOD civilians and contractors who oversee the command's operationally focused global strategic mission.

Sacramento - SB 1453, authored by Senator Curren D. Price Jr., gives the Department of Motor Vehicles the authority to investigate the emerging Digital Electronic License Plate (DELP) technology to understand its functionality, safety and administrative applications. The bill passed out of the Senate on May 28, 2010 on a vote of 25-0.


“This legislation provides a unique opportunity for California to work in partnership with some of the state’s most innovative enterprises to rethink how we can use our most basic assets to achieve greater efficiencies and cost savings, while generating new revenues for the state,” said Senator Price.


The bill authorizes the DMV to partner with innovation companies for the purpose of researching, developing, and implementing new technology at no additional costs to the DMV or State.


It directs the DMV to submit an interim and final report to the Legislature on of the utilization of digital electronic license plates with specified areas of discussion and
to conduct “real world” trials to gather data on the ability for DELP technology to deliver cost savings, workflow efficiencies and revenue generation.

“State governments are facing unprecedented budget shortfalls, and are actively rethinking the use of existing state assets to create new ongoing revenue opportunities,” said Senator Price.


Adoption of this emerging technology could potentially bring significant benefits to the State of California and its taxpayers by realizing significant cost savings by using digital electronic license plate technology to streamline distribution, activation, and registration of license plates.


“Finally,” said Senator Price, “having digital electronic license plate technology developed and engineered in California, would create new jobs in technology, sales/marketing and service fields. These jobs could employ people having a broad range of educational and vocational skill levels. “


Senator Price also noted that with this new technology,
critical real-time traffic and public safety information such as Amber alerts and emergency traffic updates can be broadcast to the plates during exigent situations.

Until the missing Afghan soldiers with U.S. military security clearances are accounted for, I am going to be posting any information relating to potential security breaches at military bases. Currently, the Lakehurst section of Joint Base McGuire-Dix-Lakehurst is on lockdown this morning, base officials said. No one is saying why the base is on lockdown, so it could be anything. I'll update this story if there is indeed a security issue here.

BP's Deepwater Horizon Disaster Could Kill Millions in Gulf States if Methane Bubble Ruptures Seabed in Worst Case Scenario

Oil is a toxic substance, but man knows how to clean up a traditional oil spill. The Deepwater Horizon is anything but a traditional oil spill. In fact, this deepwater disaster may rival some of man's worst disasters of all-time if it has not already reached that point. And it's not necessary the oil that is the problem. The methane gas bubble sitting under the Mississippi Canyon 252 might cause more devastation than the oil when it is all said and done.

With the emerging evidence of fissures, the quiet fear now is the methane bubble rupturing the seabed and exploding into the Gulf waters. If the bubble escapes, every ship, drilling rig and structure within the region of the bubble will instantaneously sink. All the workers, engineers, Coast Guard personnel and marine biologists measuring the oil plumes' advance will instantly perish.

As horrible as that is, what would follow is an event so potentially horrific that it equals in its fury the Indonesian tsunami that killed more than 600,000, or the destruction of Pompeii by Mt. Vesuvius.

A BP (BP) refinery in Indiana will be allowed to continue to dump mercury into Lake Michigan under a permit issued by the Indiana Department of Environmental Management.

The permit exempts the BP plant at Whiting, Ind., 3 miles southeast of Chicago, from a 1995 federal regulation limiting mercury discharges into the Great Lakes to 1.3 ounces per year.

President Obama Declares Gulf of Mexico Seafood is Safe to Eat!

I don't recall the day President Obama received a science or biology degree, but nevertheless, the President has declared that seafood from the Gulf of Mexico is safe to eat. I guess people shouldn't be worried about the oil, gases and Corexit 9500 / 9527, but I think I will pass. There is no way I will be eating Gulf seafood from contaminated waters any time soon.


In a newly optimistic tone, President Barack Obama promised Monday that "things are going to return to normal" along the stricken Gulf Coast and the region's fouled waters will be in even better shape than before the catastrophic BP oil spill.

He declared Gulf seafood safe to eat and said his administration is redoubling inspections and monitoring to make sure it stays that way.
