Rep. Earl Blumenauer of Oregon has introduced a bill to establish a road usage fee pilot program to study mileage-based fee systems. The government would love to tax people for every mile that they drive. It would be an endless source of revenue for all types of "pork" projects. Govtrack says there is 1% of the bill making it out of committee, so I hope Congress kills this bill. The full text of the bill should be available in a few days.
Text: H.R.3638 — 113th Congress (2013-2014) As of 12/05/2013 text has not been received for H.R.3638 - To establish a Road Usage Fee Pilot Program to study mileage-based fee systems, and for other purposes. Bills are generally sent to the Library of Congress from GPO, the Government Printing Office, a day or two after they are introduced on the floor of the House or Senate. Delays can occur when there are a large number of bills to prepare or when a very large bill has to be printed.
