The Tropospheric Aerosol Program Plan (The U.S. Government's How-to-Guide to Chemtrail the Sky?)

Here is a link to the Energy Department's official "chemtrail" program plan for public release. It will be interesting reading to see the technologies being presented. I have seen chemtrails for years, but I had never even heard of the troposphere until today.
