UK Department of Defense Received Patent for Pneumonic Plague Vaccine in August 2009

The Flu Case website explains it better than I can at this point. Basically, the United Kingdom Department of Defense received a USPTO patent for a pneumonic plague vaccine back in August, 2009. The patent application was first filed on August 29, 2003. Is it mere coincidence that soon after this vaccine patent was issued there is an alleged pneumonic plague outbreak in Ukraine and drills being conducted in Canada and Illinois?

The UK Department of Defense got a patent for vaccine for the pneumonic plague in August 2009 shortly before WHO, Interpol and other organisations carried out a bioterrorism plague exercise in Eastern Europe and the emergence of the pneumonic plague in the Ukraine following reports of nighttime spraying by low flying aircraft.
