California Golden Guardian 2010 Drill to Simulate Terrorist Attacks on Multiple Bay Area Ports

The above document can be viewed by clicking the link at
the official California page or download it at the official Golden Guardian page. I did not realize that California had been conducting these Golden Guardian exercises since 2004. The 2010 exercise will be a terrorist attack on various Bay Area ports.

When hundreds of emergency personnel descend on the Port of Redwood City in May, prepared to respond to a terrorist attack, it will actually be just a $3 million full-scale drill designed to prepare first-responders for the possible threat.

Golden Guardian exercises are part of a statewide program established in 2004 and overseen by Gov. Arnold Schwarzenegger’s Office of Homeland Security to protect the state in the event of a natural disaster or terrorist threat, said Jay Alan, spokesman for the California Emergency Management Agency.

Future Golden Guardian exercises will include:

  • 2011: Catastrophic Flood (Central Valley)
  • 2012: Catastrophic Earthquake (Southern California)
  • 2013: Catastrophic Earthquake (Bay Area)
  • 2014: Terrorism - Critical Infrastructure & Key Resources
  • 2015: Civil Disturbance
