DENTON, Texas -- FEMA Region 6 will partner with the state of Arkansas in a catastrophic earthquake exercise in May that will directly involve at least three other FEMA regions, several states and federal partners throughout the U.S.

Scheduled for May 16-19, National Level Exercise 2011 (NLE 2011) is designed to replicate a disastrous New Madrid Seismic event in Northeast Arkansas. The purpose of the exercise is to prepare and coordinate a multiple-jurisdictional integrated response to a national catastrophic event.

"NLE 2011 will focus on regional catastrophic response and recovery activities between federal, regional, state, tribal, local and private sector participants," said Region 6 Administrator Tony Russell. "Given recent and ongoing events in Japan, the decision months ago to focus on a catastrophic temblor was by chance, yet obviously appropriate for the U.S."

NLE 2011 is a White House-directed congressionally mandated exercise that includes the participation of all appropriate federal department and agency senior officials, their deputies and staff, and key operational elements.

FEMA to Buy Pre-Packaged Meals for Seven (7) Million Survivors in Case of New Madrid Fault Disaster

If you grew up during the days I did and lived near the New Madrid fault, the date of December 3, 1990 probably brought fear to your heart. That was the day that a major earthquake was supposed to strike along the New Madrid Fault between St. Louis and Memphis. A major earthquake did not occur on the New Madrid that day, but the threat still looms over the region.

Today, FEMA certainly believes there is a viable threat along the New Madrid, because it has placed a solicitation for 7 million pre-packaged commercial meals. It has also placed a really short turnaround time before the bidding time closes (these bids are sometimes open as long as six months), so that means FEMA needs these meals ASAP. The Federal Emergency Management Agency (FEMA) procures and stores pre-packaged
commercial meals to support readiness capability for immediate distribution to disaster survivors routinely. The purpose of this Request for Information is to identify sources of supply for meals in support of disaster relief efforts based on a catastrophic disaster event within the New Madrid Fault System for a survivor population of 7M to be utilized for the sustainment of life during a 10-day period of operations. FEMA is considering the following specifications (14M meals per day):

- Serving Size - 12 ounce (entree not to exceed 480 calorie count);
- Maximum calories - 1200 and/or 1165 per meal;
- Protein parameters - 29g-37g kit;
- Trans Fat - 0;
- Saturated Fat - 13 grams (9 calories per gram);
- Total Fat - 47 grams (less than 10% calories);
- Maximum sodium - 800-930 mg;

Requested Menus to include snacks (i.e. fruit mix, candy, chocolate/peanut butter squeezers, drink mix, condiments, and utensils). All meals/kits must have 36 months of remaining shelf life upon delivery. Packaging should be environmentally friendly.

DOD Announces Remaining Eight National Guard HRFs The Department of Defense (DoD), in collaboration with the states, has selected Massachusetts, New York, Pennsylvania, Georgia, Texas, Missouri, Utah, and California to host the remaining eight homeland response forces (HRFs), which will be established in fiscal 2012. On June 3, 2010, DoD announced Ohio and Washington as the hosts for the first two HRFs, which will be established in fiscal 2011. The creation of the HRFs is a part of DoD’s larger reorganization of its domestic chemical, biological, radiological, nuclear and high yield explosive (CBRNE) consequence management enterprise, initiated during the 2010 Quadrennial Defense Review. This reorganization will ensure DoD has a robust ability to respond rapidly to domestic CBRNE incidents while recognizing the primary role that the governors play in controlling the response to incidents that occur in their states. The homeland response forces (HRF) will be distributed across the nation, with one HRF hosted in each of the ten Federal Emergency Management Agency (FEMA) regions. Each HRF will provide a regional response capability of approximately 570 personnel composed of CBRNE specialists, command and control and security forces. HRFs will self-deploy by ground within six to 12 hours of an event, bringing life-saving medical, search and extraction, decontamination, security, and command and control capabilities -- this represents a dramatic improvement in response time and life-saving capability to the previous construct. Coincident with the creation of the eight HRFs in fiscal 2012, the department has selected Puerto Rico, Wisconsin, Louisiana, Kentucky, Nevada, Oregon, and Maine to replace existing CBRNE Enhanced Response Force Packages (CERFP) that will evolve into HRFs. These formations composed of existing National Guard units will be trained to respond to a weapons of mass destruction incident, including: locating and extracting victims from a contaminated environment, performing mass patient/casualty decontamination, and providing medical treatment as necessary to stabilize patients for evacuation. Arkansas Official Rob Rash Says Push to Get Flood Insurance Is a FEMA Scam to Raise Money

This is not very surprising, because it appears to me that most of our federal agencies are beyond corrupt at this point. I wouldn't expect FEMA to be any different.

Recommendations by the Federal Emergency Management Agency for local landowners to purchase flood insurance are nothing more than a scam, a levee district official told a crowd of concerned residents Saturday.

“FEMA is taking an area of debt that they have and they are trying to expand, and they are trying to get money, and this is the only way they have to do it,” said ROB RASH, CEO and chief engineer of the St. Francis Levee District, during a candidate forum at Trumann High School. “FEMA officials in Washington, D.C., looked me in the eye and said, ‘We owe $20 billion to the U.S. Treasury, and the only way we have to get it is through flood insurance premiums.’ Please don’t be fooled by this.”

Public Intelligence has received a request from FEMA to remove a “For Official Use Only” document regarding the National Level Exercise 2010 (NLE 10), which was scheduled for this coming May. The exercise was to be based on National Planning Scenario 1 which simulates a nuclear detonation in a U.S. city. However, recent political pressure has led to the exercise being “scaled back” according to the Washington Post, Christian Science Monitor and a variety of other publications. At the behest of Senator Harry Reid (D-NV), the exercise’s Nevada events have reportedly been canceled and the FEMA website now shows no mention of NLE 10.

On top of this, the Obama administration has recently been emphasizing the threat of a domestic nuclear attack. President Obama’s remarks at the Nuclear Security Summit on April 13, 2010 emphasize that the threat of terrorists using nuclear weapons inside of major metropolitan cities is one of the “greatest threats” that the world faces:

Two decades after the end of the Cold War, we face a cruel irony of history — the risk of a nuclear confrontation between nations has gone down, but the risk of nuclear attack has gone up.

Nuclear materials that could be sold or stolen and fashioned into a nuclear weapon exist in dozens of nations. Just the smallest amount of plutonium — about the size of an apple — could kill and injure hundreds of thousands of innocent people. Terrorist networks such as al Qaeda have tried to acquire the material for a nuclear weapon, and if they ever succeeded, they would surely use it. Were they to do so, it would be a catastrophe for the world — causing extraordinary loss of life, and striking a major blow to global peace and stability.

In short, it is increasingly clear that the danger of nuclear terrorism is one of the greatest threats to global security — to our collective security.

NLE 10 concerned itself with exactly this scenario: the detonation of a nuclear device inside of a U.S. city. Las Vegas was to be the epicenter of this hypothetical attack and, if the exercise utilized the same circumstances as National Planning Scenario 1, it would have involved “hundreds of thousands” of casualties, more than 300,000 refugees and ultimately more than 1 million displaced persons.

The unpopularity of such a scenario, regardless of its security benefits, is obvious. What is strange is the attempt that is now being made by FEMA to eliminate references to the exercises and remove from circulation a document that has played an important role in drawing attention to the exercise. As the state of NLE 10 is unclear at the moment, it is difficult to say whether the request is truly motivated by security or whether there is a more dubious intention.

I did not realize that California had been conducting these Golden Guardian exercises since 2004. The 2010 exercise will be a terrorist attack on various Bay Area ports.

When hundreds of emergency personnel descend on the Port of Redwood City in May, prepared to respond to a terrorist attack, it will actually be just a $3 million full-scale drill designed to prepare first-responders for the possible threat.

Golden Guardian exercises are part of a statewide program established in 2004 and overseen by Gov. Arnold Schwarzenegger’s Office of Homeland Security to protect the state in the event of a natural disaster or terrorist threat, said Jay Alan, spokesman for the California Emergency Management Agency.

ANCHORAGE, Alaska -- Officials say Alaska's unique location has put it on the forefront of emergency alerts.

The state will be the first to test a live National Emergency Message Code.

It's not surprising that Alaska will be the first state to test this code, it was the first to test the live tsunami alert system, and now will be the first to try this nation-wide alert.

In any emergency situation the goal is to alert the public as quickly and as efficiently as possible.

Recent public service announcements warn viewers and listeners of an emergency code test that will hit airwaves at 10 a.m. on Jan. 6.

It's an exercise to see if, during a real national emergency, the word will reach the public.

"This particular test is going to use the real code if there was a national-level emergency and the president needed to talk to the American public. It's going to use the actual code that would be used during a national emergency," said Bryan Fisher, Chief of Operations at the Alaska Division of Homeland Security and Emergency Management.

The Emergency Action Notification Code can only be activated by the president. It's never been tested before and officials say Alaska is the ideal location.

"If we can make the system work here, it will work anywhere. Alaska is really a natural test bed with our distances and our geographic limitations and the communication system up here. If we can prove that it works up here, it should work anywhere else in the country," Fisher said.

Several FEMA and national homeland security officials will come to Alaska to monitor the exercise that will operate out of Alaska's homeland security center.

The real alert will broadcast the president's voice on an audio track through radio and TV, but the test audio will first come to a local radio station, KFQD, and will be distributed to relay points across the state.

"When it comes to a connection or an activation from Washington, DC, the system has no limit so they're going to double-check and make sure everything will function differently," said Dennis Bookey with the state emergency communications.

"With the environment we're in today with homeland security and the terrorist threat there is a potential that the president could use the system to alert the public of a terrorist threat," Fisher said.

After the emergency code is tested officials will make changes and adjustments accordingly so that our nation and state will be prepared.

Alaska Homeland Security says after the test in Alaska, the aim is to do one nation-wide sometime next year.

A Web site will go live on Jan. 6 so the public can log in to give feedback after the test is broadcast. The site will not be active until then.

Is the United States Headed for a Major Food and Crop Crisis in 2010? (Over 50% of Midwest Counties are Primary Disaster Areas)

I just drove south down Interstate 5 through central California and the appearance is stunning when compared to when I last drove this interstate highway back in 2003. Once fertile green fields have turned into brown patches that appear better suited for Interstate 40 heading due east to Needles. The picture above is one of the MANY protest signs saying "Congress Created Dust Bowl" that I saw posted on these now barren lands. Another sign I repeatedly saw was, "food grows where water flows."

This dispute will likely increase food costs in this country. This country's disaster zones will also affect overall food costs, because it is being reported that over 50% of the counties in the Midwest are considered primary disaster areas. No doubt, this will affect farming the Midwest region which will affect the national food supply. Is the country headed for a food crisis?

All someone needs to do to know the world is headed is for food crisis is to stop reading USDA’s crop reports predicting a record soybean and corn harvests and listen to what else the USDA saying.

Specifically, the USDA has declared half the counties in the Midwest to be primary disaster areas, including 274 counties in the last 30 days alone. These designations are based on the criteria of a minimum of 30 percent loss in the value of at least one crop in the county. The chart below shows counties declared primary disaster areas by the secretary of Agriculture and the president of the United States.

The same USDA that is predicting record harvests is also declaring disaster areas across half the Midwest because of catastrophic crop losses! To eliminate any doubt that this might be an innocent mistake, the USDA is even predicting record soybean harvests in the same states (Oklahoma, Louisiana, Arkansas, and Alabama) where it has declared virtually all counties to have experienced 30 percent production losses. It isn’t rocket scientist to realize something is horribly wrong.

$750,000 FEMA City Emergency Communications and Surveillance Center to Open in Elk Grove, California (Homeland Security?)

Elk Grove, California received Congressional funding as a part of the 2009-2010 Homeland Security Appropriations Bill for a $750,000 FEMA emergency center that has all the bells and whistles. There are cameras set up on all the major streets, so everything can be monitored. Its stated purpose is for emergencies, but why is this particular city getting a FEMA control center when there are so many other needs in this country?

The center would be a communications hub used by various agencies to coordinate the response to a large-scale disaster...

The operations center will be housed in Elk Grove’s City Council Chambers, and will only be used when the emergency procedures are authorized by the city manager, Elk Grove city spokesperson Angela Frost said.

The $750,000 will pay for renovations to the chambers like an emergency generator, electrical and data ports, fiber optic cables and conduit, Frost said.

The funding will also provide for video cameras that would provide views of traffic at major intersections and roadways leading into and out of the city to relieve traffic congestion as well as “locations determined to be ‘sensitive’ for the purposes of Homeland Security,” according to a January Elk Grove staff report spelling out the city’s request for the funding.

Elk Grove Police Capt. Bob Risedorph said the cameras won’t necessarily be on city government properties.

“At this time I cannot tell you how many or where they would be other than they are intended to be critical traffic routes throughout the city and critical infrastructure or significant locations in the city,” Risedorph said in an e-mail. “The numbers and locations are yet to be determined.”

FEMA Plans Nuclear Disaster Drill on Las Vegas Strip on May 17, 2010!

These drills are getting bigger and bigger and a mock nuclear explosion will be one of the biggest of all -- especially in Las Vegas, Nevada, a city that is one of America's largest tourist attractions. The drill will include over 10,000 participants and will take place on May 17, 2010.

Las Vegas is the designated spot for a mock nuclear explosion planned by the Federal Emergency Management Agency.

FEMA had planned to simulate a nuclear explosion right on the Las Vegas Strip to test for emergency preparedness. But the plan is meeting a lot of opposition from all the key players, including Boyd Gaming, MGM Mirage, the Las Vegas Chamber of Commerce and the LVCVA.

U.S. Soldier Says Government Will Force You to Get H1N1 Vaccine at Checkpoints or You Will Be Sent to FEMA Concentration Camp!

More scary stuff from the world of government false pandemics and hype. This unidentified soldier says that law enforcement is training to set up checkpoints for H1N1 vaccination purposes. She says that if you refuse the vaccine, then you will be sent off to a concentration camp. The government will give everyone a bracelet that shows compliance with the H1N1 vaccination order. If you do not have the bracelet, then you will not be able to exist. The bracelet will contain an RFID chip which will give the government electronic access to your records, so it will know who to let through the checkpoint and who to detain. Let's hope that this is a fake video, but the mounting evidence shows that the video is probably very real

If this video is indeed true, then I salute this soldier's bravery.

CDC Owns FEMA Coffins! (To Be Used for H1N1 Pandemic?)

Why do FEMA and the Centers for Disease Control (CDC) have thousands of plastic coffins that can hold 3-4 people scattered all over the Georgia landscape? Is the CDC expecting a lot of deaths from the flu pandemic? This video supports the report about the many new mass graves and martial law possibly being implemented in Chicago. I wonder why the National Guard is advertising for this particular job. Some say it is an advertisement for the upcoming FEMA camps here in America. Iowa Property Owners Refuse to Leave Flood Plain (Potential Legal Battles with FEMA and Army Corp. of Engineers?)

If a person wants to live in a flood plain, then that should be his/her right. Many people in Iowa feel the same way, but FEMA and the U.S. Army Corp. of Engineers disagree. They want to move people from their land in Cedar Rapids who were recently flooded out last year. The monies being offered by the government is not sufficient for many people and businesses to move to similar properties. Therefore, many people are staying despite the risk.

I agree with the Iowa's peoples' decision to live where they choose. If a major earthquake hits Los Angeles, will the city be rebuilt or would the population simply be moved to other locations? If FEMA uses the same rationale that it is using in Iowa, then yes, it would try to relocate the population.

After one of the most expensive natural disasters in U.S. history, Cedar Rapids plans to turn a flood-prone strip of land next to the Cedar River into a 220-acre greenway. But a few stubborn homeowners and businesses are refusing to leave.

City officials say an important step in recovery from the June 2008 flood that submerged most of the downtown and caused about $6 billion in damage is moving houses out of areas most likely to flood again.

The U.S. military wants to establish regional teams of military personnel to assist civilian authorities in the event of a significant outbreak of the H1N1 virus this fall, according to Defense Department officials.

If the military is operating domestically, then the likelihood of Posse Comitatus being violated increases exponentially. I have previously blogged about Posse Comitatus in numerous posts. Unfortunately, I do not hear the mainstream media ever discussing Posse Comitatus whenever it discusses domestic military operations. Perhaps it has gotten a memo or something saying that Posse Comitatus is no longer applicable and is only a myth. I certainly do not agree with that position, but the mainstream media operates as if Posse Comitatus is indeed a myth.

I never imagined that I would live in a country where a disagreement on disputed facts is seen by the mainstream media as a psychological disorder. On a recent "Hardball with Chris Matthews," political analyst Howard Fineman and Politico's Ken Vogel listed several different groups of Americans who seemingly have lost their grip on reality. Could this be foreshadowing to whom the government will be targeting as the proverbial scapegoat as Obama's poll numbers continue to drop?

Fortunately, just because Chris Matthews and his sidekicks say something, doesn't make it true. In fact, a majority of Americans would likely fall into one of these categories, so they are essentially saying most of America is delusional. I disagree with Hardball's assessment. The relevant MSNBC video clips are at 4:39 and 6:13 above.

Do you fit into one of these categories? If so, you may one day in the not too distant future be considered a domestic terrorist, arrested without warrant, held indefinitely and tortured -- all legal under the Patriot Act. MSNBC's Hardball show certainly is not helping the perception of these groups, if such a scary scenario does indeed exist.

Montana National Guard to Conduct FEMA & NORTHCOM Earthquake Drills With Foreign Troops From Kyrgyzstan

For all the Montana patriots who believed they would see foreign troops operating within the State during their respective lifetimes, their beliefs are about to be realized later this year September 15-18, 2009. This is just another of the many military exercises happening domestically, including the upcoming NLE 09 exercises set for July 27-31, 2009. One website Public Intelligence has analyzed and detailed the upcoming Montana Vigilant Guard exercises:

...[T]he Montana National Guard will be performing a joint exercise with FEMA and NORTHCOM to help coordinate emergency response to natural and manmade disasters. The exercise is one of many regional Vigilant Guard exercises being held by the National Guard this year...These Vigilant Guard exercises are part of a larger, national-level program called Ardent Sentry 2009. Ardent Sentry is conducted by NORTHCOM and NORAD and its major “venues” include not only the Vigilant Guard exercises, but an “AMALGAM DART exercise involving air defense activities at Camp Rilea, Oregon” and “a Nuclear Weapons Incident exercise (NUWAIX) with a U.S. Air Force response near Cheyenne, Wyoming.”

...Vigilant Guard “provides an opportunity for National Guard Joint Task Forces and field units to improve command and control, and operational relationships with internal, civilian, and military partners against homeland security threats. The exercise involves all the command elements of Northern Command, National Guard Bureau, Department of Defense, U.S. Transportation Command, Department of Homeland Security and other supporting U.S. government agencies"...

A feature of recent exercises has been foreign military involvement. The Iowa Vigilant Guard exercise involved troops from Mexico, Japan, Australia, South Korea, Bahamas, and Senegal. The Montana Vigilant Guard exercise will include the participation of Kyrgyzstan...

Watch out for a potential false flag! If you read further into this article, you will see that there was an Ardent Sentry exercise on September 11, 2001. You will also see that the exercise involves a 7.2 magnitude earthquake hitting Montana. Has an earthquake ever hit the State of Montana?

In addition to unifying “emergency response” and exercising NORTHCOM’s capacity to command local government in times of crisis, the Vigilant Guard exercises are noteworthy because they are connected to the Vigilant Guardian Exercises that were occurring on the morning of September 11, 2001. The Vigilant Guardian Exercises were also conducted by NORAD and featured scenarios that strangely mimicked real-world events. The 2009 Vigilant Guard Exercises in Montana will focus on a hypothetical earthquake of 7.2 magnitude...

Why are there so many FEMA exercises lately, especially ones where we are working in connection with foreign nations? If it's not the NLE 09 drills, then there are drills and groups like below:

The top Federal Emergency Management Agency official met with Major General Yair Golan, commander of the Israeli Defense Forces Home Front Command, in Washington, DC last week as part of an effort to create a working relationship with Israel by sharing information on the emergency management practices of both nations, according to a Homeland Security Department report to police and law enforcement organizations including the 14,000-member National Association of Chiefs of Police

FEMA Administrator Craig Fugate and General Golan now serve as co-chairs of an emergency management workgroup designed to discuss problems and issues and to exchange information on a variety of topics such as long-term community recovery, exercise programs, emergency and disaster policies and procedures, terrorism and other subjects.
