DOD Announces Remaining Eight National Guard HRFs The Department of Defense (DoD), in collaboration with the states, has selected Massachusetts, New York, Pennsylvania, Georgia, Texas, Missouri, Utah, and California to host the remaining eight homeland response forces (HRFs), which will be established in fiscal 2012. On June 3, 2010, DoD announced Ohio and Washington as the hosts for the first two HRFs, which will be established in fiscal 2011. The creation of the HRFs is a part of DoD’s larger reorganization of its domestic chemical, biological, radiological, nuclear and high yield explosive (CBRNE) consequence management enterprise, initiated during the 2010 Quadrennial Defense Review. This reorganization will ensure DoD has a robust ability to respond rapidly to domestic CBRNE incidents while recognizing the primary role that the governors play in controlling the response to incidents that occur in their states. The homeland response forces (HRF) will be distributed across the nation, with one HRF hosted in each of the ten Federal Emergency Management Agency (FEMA) regions. Each HRF will provide a regional response capability of approximately 570 personnel composed of CBRNE specialists, command and control and security forces. HRFs will self-deploy by ground within six to 12 hours of an event, bringing life-saving medical, search and extraction, decontamination, security, and command and control capabilities -- this represents a dramatic improvement in response time and life-saving capability to the previous construct. Coincident with the creation of the eight HRFs in fiscal 2012, the department has selected Puerto Rico, Wisconsin, Louisiana, Kentucky, Nevada, Oregon, and Maine to replace existing CBRNE Enhanced Response Force Packages (CERFP) that will evolve into HRFs. These formations composed of existing National Guard units will be trained to respond to a weapons of mass destruction incident, including: locating and extracting victims from a contaminated environment, performing mass patient/casualty decontamination, and providing medical treatment as necessary to stabilize patients for evacuation. U.S. Marines Train with Los Angeles Police Department to Take on Taliban

This LAPD-U.S. Marines exercise probably doesn't violate the Posse Comitatus Act, because the exercise is designated as a training exercise. Nevertheless, I don't really like the cross-collateralization between our domestic law enforcement services and our military. What happens if the LAPD encounters live fire with the embedded Marines or heaven forbid, a soldier is taken hostage in ambush? Who has jurisdiction then? The Marines or the LAPD or Arnold?

Abbott was among 70 Camp Pendleton Marines in a training exercise that aims to adapt the investigative techniques the LAPD has used for decades against violent street gangs to take on the Taliban more as a powerful drug-trafficking mob than an insurgency.

Minnesota's Mall of America to Hold Full-Facility Lockdown Drill on Monday, November 23, 2009

Just in case something happens in Minnesota tomorrow, let's remember that there is a lockdown drill set at The Mall of America for tomorrow.

The Mall of America went into lockdown mode in 2001, when fugitive Anthony Zappa was spotted at the country's largest mall.

But tenants weren't really sure what to do at the time, said Capt. Heidi Buegler, the mall's manager of emergency operations. Now, Buegler said, things are different.

For two years, the mall has worked with Bloomington police to develop a lockdown procedure, Buegler said. The first full-facility lockdown drills will happen Monday at 10:05 a.m. and 9:25 p.m. Each will last less than four minutes, Buegler said.

What can shoppers expect during the drills?

# Signs about the drill when they come in the door.

# Lots of security and police officers.

# A tone over the public announcement system.

# An announcement that a lockdown is starting and that it's a drill.

Store employees will ask shoppers in common areas to come into their stores during the drills. The stores will shut and lock their doors or gates, turn off lights and move everyone to the back of the stores, Buegler said.

After Jan. 1, the mall will have lockdown drills twice a month — just after opening and right before closing.

Real lockdowns would happen only in "unique circumstances," such as a search for a fugitive, an active shooter or a bomb threat, Buegler said. They're all things that mall officials hope never happen, she said, "but being prepared is the most important thing."

Knowing the mall's lockdown plan also will help Bloomington police with its response, said police Cmdr. Mark Stehlik.

Buegler said the drill shouldn't be a reason for shoppers to stay away from the mall. Rather, she said, it's an excuse to come because they'll get to see training in action. Plus, she said, it "helps our employees and our tenants know what to expect in a real situation."

Back in 2001, Zappa wasn't caught the day he was believed to be at the Mall of America; he was captured the following month in Montana.

If the Zappa situation played out again today, with the lockdown plan in place, "tenants and Mall of America employees would know exactly what to do," Buegler said.

Foreign Mercenary American Police Force Security Firm Takes Over Hardin Montana Police Department and Jail? (Is This Red Dawn?)

Why would a non-name security company called the American Police Force just show up in the town trying to be a baby Blackwater/Xe? Who are they planning to intern at this massive camp especially when there are jurisdictions that are releasing prisoners by the thousands? Is this prison one of the soon to be announced FEMA detention and quarantine camps? Maybe it's going to be the Vault.

Actually, the jail will more than likely house individuals deemed terrorists by the United States of America, including Guantanamo detainees and Hardin has been mentioned as a possible site. I wonder if this is related to the recent Montana FEMA Vigilant Guard exercise with foreign troops from Kyrgyzstan.

Why does the APF company crest and symbol incorporate the Serbian flag? Here's a good discussion board thread from Above Top Secret on this Hardin, Montana issue in case I am not updating this page fast enough for your liking.

One of the worst people I have seen in this entire matter so far is APF's publicity director Becky Shay (see below) who left her job as a local reporter to go work for the large, secretive corporation that she regularly wrote about in the Billings Gazette. You have to love those reporter ethics! I guess that $60,000 and patio are worth it to sell out your local compatriots.

I shouldn't be too mad, because her local compatriots would likely do the same thing in her position. In fact, job seekers recently crashed the American Police Force website seeking employment and a possible patio just like Ms. Shay. Therefore, I guess birds of a feather do flock together.

Army Airborne Soldiers to Invade Tennessee on September 29 in Air Assault Training Exercise!

Fort Campbell – The Soldiers of the 2nd Battalion, 327th Infantry Regiment of the 1st Brigade Combat Team, along with the 5th Battalion, 101st Aviation Regiment, 101st Combat Aviation Brigade, both of the 101st Airborne Division (Air Assault), will perform a scenario-based air assault for training purposes, in the Troy, Tenn., Sept. 29-30 from 10 a.m. until 4 p.m.

Once the areas are prepared for training, Soldiers will be flown to Troy via helicopters from Fort Campbell and dropped onto multiple locations within the city, such as they would in a real-world, combat scenario. Once the helicopters land, Soldiers from 2-327 will exit the aircraft and conduct the training exercise to clear each pre-determined building based on the scenario. There will be four different objective areas.

This will be the first time the Soldiers from the 101st have conducted this type of training exercise in this area. The local community leaders have been in contact with key leaders from the Fort Campbell and information has already been distributed throughout the local communities.

The Soldiers are conducting the training in order to provide them with pertinent realistic training in unfamiliar terrain to prepare them for possible contingency operations around the world.

Secret Military Vehicles Patrolling Back Roads Spotted by Law Enforcement Officer in Rural Maury County, Tennessee (Preparation for Martial Law?)

I scroll as many news sources as time allows, and I try to put the stories that I know the mainstream media will not touch especially the recent ones about Posse Comitatus. Earlier today on the Prison Planet forum, I read a message from a law enforcement officer in Columbia, Tennessee, Maury County, zip code 38401 where he says that unidentified military style vehicles are patrolling the rural backroads. You can read the specific information below after my questions.

If the mainstream media wants to validate the below story, here are the questions that need to be asked and answered.

1. On August 26, 2009, were there any official federal government operations (or international operations working with federal consent) involving patrols of rural streets in Maury County, Tennessee?

2. If yes to #1, what agencies were involved with the patrols?

3. Were any international agencies involved with the patrols?

4. Did these agencies inform the local sheriff of the patrols?

5. Did the sheriff approve the patrols?

6. What were the mission objectives for the patrol operation?

7. Are there any future patrols planned for Maury County, TN?

8. Did any action resulting from the patrols infringe Posse Comitatus?

OK....I didn't think anything of it the first time I saw them but this is getting a little crazy. The other night (08-26-2009) I'm on my regular patrol and I pull up to a stop sign at an intersection in the middle of frickin nowhere. I look to my left and see a vehicle approaching so I wait. I see a blinker so I decide to go and something catches my eye. This isn't your average vehicle coming towards me. It is a NATO 3-color camo HMMWV!!!! (Hummer) I paused for a second to see what the hell they were doing when I see another one trailing about a quarter mile back. This alone may be enough for most people to go off the deep end with a theory but I am cynical. After ten years working in law enforcement, I have seen a lot of shit that you can't take at face value. But.........Two nights ago and last night, I have seen the same two vehicles on different roads! I am not talking about well traveled roads either. These are the roads we only go down if we get a complaint because they are so far out in the boonies. These roads are very near my home! The third time I saw them, the lead vehicle almost stopped when he saw my vehicle so I think they are taking notes when they go out on these little expeditions. I have told my wife to look out for them and call me if she sees them.

This is odd for a number of reasons:

1. We are about 25 miles from the National Guard Armory in the middle of frickin nowhere like I said.

2. They are only riding at night to avoid high visibility. It is 2300 (11 PM) on a Wednesday night the first time and after 2200 the other two times.

3. I know the drill schedule for the local unit because we have to deal with their vehicle traffic every now and then and they have nothing going on.

4. They are not riding in the usual convoy style. They are keeping a distance of a quarter mile, half mile or better when I have seen them.We did this overseas to detect insurgents. We used to maintain radio contact and report differences in the route to each other. It was a way to bait people out.

There were also vehicle counters recently set up on the three main back roads that leads into town which I thought was odd since these roads never have anything done to them other than the occasional pothole being filled. I have posted before that FEMA camps aren't necessary in towns like these because you can choke off the main drag and set up checkpoints on the side roads once they condense into two or three roads effectively shutting down a town. We trained for this when I was in SF back in the nineties.

These guys are definitely up to something since they are only out at night to avoid being seen and are in very rural areas. I am going to pull them over the next time I see them but I need a good excuse to do it. It will be hard to explain why I am stopping military vehicles. I could always say that I wasn't sure they were military and since they didn't have any tags.......

I was wondering if anyone else has noticed anything like this lately. I'm not sure that they are military even. The vehicles definitely are but whoever is driving them may be foreign or private contractor. I know most of the National Guard soldiers here and I haven't heard anything to make me believe that's who's doing this. The unit here does have unspecified orders for October though which is a little frightening since it seems that a whole lot of other units do as well from what I have seen on youtube. I don't know at this point. I am just hunkering down and expecting the worst.

State Rep. Suggests Martial Law for Springfield, Massachusetts

Problem, reaction, solution in Springfield, Massachusetts. The government creates the problem by allowing drugs and illegal criminal enterprises to occur in a specified urban zone. The zone becomes violent and deadly. As a result, the residents demand results from the lawmakers and the lawmakers react to the violence. The solution is the imposition of total martial law and control contrary to the Constitution.

[Rep. Benjamin] Swan said more may be needed, and suggested police be allowed to operate under what he called "a short period of martial law." The move, over a period of 30 to 60 days, would give police the power to sweep all the illegal guns in the city.

This is not the first time where martial law and/or military resources are being considered for domestic law enforcement issues:

1. Jefferson County, Alabama is now considering using the National Guard for law enforcement.

2. The town of Schenectady, New York proposed deploying the National Guard.

3. The NAACP calls for martial law and troops on the street in Pennsylvania.

4. California Highway Patrol conducts checkpoints in connection with U.S. Marines.

5. National Guard checkpoints in Tennessee.

Pentagon Wants to End Posse Comitatus By Posting 400,000 Military Personnel in the United States of America!

Luckily, the Pentagon's proposed legislation does not currently have a sponsor in the House or the Senate. However, the Pentagon has approached Congress to grant the Secretary of Defense the authority to post almost 400,000 military personnel throughout the country in times of emergency or a major disaster.

If this legislation is ever passed, then it will be the end of Posse Comitatus in this country. What has always separated this country from a banana republic is the fact we don't have the military operating in the city streets. Now, it appears that we will see the soldiers on the streets. I support our military, but I agree with Bruce Willis' character in Under Siege when he tells the government panel that the military should not be operating domestically.

This request has already occasioned a dispute with the nation’s governors. And it raises the prospect of U.S. military personnel patrolling the streets of the United States, in conflict with the Posse Comitatus Act of 1878.

In June, the U.S. Northern Command distributed a “Congressional Fact Sheet” entitled “Legislative Proposal for Activation of Federal Reserve Forces for Disasters.” That proposal would amend current law, thereby “authorizing the Secretary of Defense to order any unit or member of the Army Reserve, Air Force Reserve, Navy Reserve, and the Marine Corps Reserve, to active duty for a major disaster or emergency.”

Taken together, these reserve units would amount to “more than 379,000 military personnel in thousands of communities across the United States,” explained

Paul Stockton, Assistant Secretary of Defense for Homeland Defense and America’s Security Affairs, in a letter to the National Governors Association, dated July 20.

Who has the sole authority to declare an emergency or a major disaster in this country? If you said the President, then you are correct!

That section [5122 of title 42, US Code] gives the President the sole discretion to designate an event as an “emergency” or a “major disaster.” Both are “in the determination of the President” alone.

Alabama County Ready to Deploy National Guard for Law Enforcement

There are so many different topics to discuss these days. In the last few weeks, I have covered H1N1, cyberattacks, GMO food, vaccinations and martial law at depth. It appears that Posse Comitatus is becoming a major issue again. This appears to be the year when everyone wants to deploy the National Guard to solve EVERY problem.

I have covered Posse Comitatus in past blog posts, but here's a short summary. Earlier this year, the town of Schenectady, New York proposed deploying the National Guard. There were troops on the street in California conducting checkpoints, as well as in Tennessee. Even the NAACP is calling for martial law and troops on the street.

Ironically, the military was investigated when it deployed troops in the recent Alabama shooting for no real apparent reason. However, due to the financial crisis, Jefferson County, Alabama is now considering using the National Guard for law enforcement due to the fact that police budgets are being cut.

The sheriff in Alabama's most populous county may call for the National Guard to help maintain order, a spokesman said Tuesday, after a judge cleared the way for cuts in the sheriff's budget and hopes dimmed for a quick end to a budget crisis.

Circuit Judge Joseph L. Boohaker ruled that leaders in Jefferson County — now trying to head off a municipal bankruptcy filing of historic proportions — could go ahead with plans to slash $4.1 million from the budget of Sheriff Mike Hale, who had filed a lawsuit that temporarily blocked spending cuts for his office.

The U.S. military wants to establish regional teams of military personnel to assist civilian authorities in the event of a significant outbreak of the H1N1 virus this fall, according to Defense Department officials.

If the military is operating domestically, then the likelihood of Posse Comitatus being violated increases exponentially. I have previously blogged about Posse Comitatus in numerous posts. Unfortunately, I do not hear the mainstream media ever discussing Posse Comitatus whenever it discusses domestic military operations. Perhaps it has gotten a memo or something saying that Posse Comitatus is no longer applicable and is only a myth. I certainly do not agree with that position, but the mainstream media operates as if Posse Comitatus is indeed a myth.

Montana National Guard to Conduct FEMA & NORTHCOM Earthquake Drills With Foreign Troops From Kyrgyzstan

For all the Montana patriots who believed they would see foreign troops operating within the State during their respective lifetimes, their beliefs are about to be realized later this year September 15-18, 2009. This is just another of the many military exercises happening domestically, including the upcoming NLE 09 exercises set for July 27-31, 2009. One website Public Intelligence has analyzed and detailed the upcoming Montana Vigilant Guard exercises:

...[T]he Montana National Guard will be performing a joint exercise with FEMA and NORTHCOM to help coordinate emergency response to natural and manmade disasters. The exercise is one of many regional Vigilant Guard exercises being held by the National Guard this year...These Vigilant Guard exercises are part of a larger, national-level program called Ardent Sentry 2009. Ardent Sentry is conducted by NORTHCOM and NORAD and its major “venues” include not only the Vigilant Guard exercises, but an “AMALGAM DART exercise involving air defense activities at Camp Rilea, Oregon” and “a Nuclear Weapons Incident exercise (NUWAIX) with a U.S. Air Force response near Cheyenne, Wyoming.”

...Vigilant Guard “provides an opportunity for National Guard Joint Task Forces and field units to improve command and control, and operational relationships with internal, civilian, and military partners against homeland security threats. The exercise involves all the command elements of Northern Command, National Guard Bureau, Department of Defense, U.S. Transportation Command, Department of Homeland Security and other supporting U.S. government agencies"...

A feature of recent exercises has been foreign military involvement. The Iowa Vigilant Guard exercise involved troops from Mexico, Japan, Australia, South Korea, Bahamas, and Senegal. The Montana Vigilant Guard exercise will include the participation of Kyrgyzstan...

Watch out for a potential false flag! If you read further into this article, you will see that there was an Ardent Sentry exercise on September 11, 2001. You will also see that the exercise involves a 7.2 magnitude earthquake hitting Montana. Has an earthquake ever hit the State of Montana?

In addition to unifying “emergency response” and exercising NORTHCOM’s capacity to command local government in times of crisis, the Vigilant Guard exercises are noteworthy because they are connected to the Vigilant Guardian Exercises that were occurring on the morning of September 11, 2001. The Vigilant Guardian Exercises were also conducted by NORAD and featured scenarios that strangely mimicked real-world events. The 2009 Vigilant Guard Exercises in Montana will focus on a hypothetical earthquake of 7.2 magnitude...

NAACP Urges Pennsylvania Governor Ed Rendell to Impose Martial Law in Harrisburg!?! (Craziest Idea I've Heard in a Long Time!)

This is one of those stories where you hope it turns out to be an urban legend or just completely false, because if it is true, then it is quite scary. Martial law should not be used in the circumstances and reasons listed by Stanley Lawson, but apparently Mr. Lawson feels that local law enforcement cannot stop the shootings that have rocked Harrisburg, PA. Nevertheless, bringing in the National Guard sets a horrible precedent for future troop deployments domestically.

An NAACP official has demanded the governor of Pennsylvania call out the National Guard, suspend civil liberties and impose martial law to deal with a recent wave of shootings.

Stanley Lawson, president of the Harrisburg Chapter of the NAACP, urged Pennsylvania Gov. Ed Rendell deploy the National Guard for at least one month and enforce a curfew after more than a dozen shootings rocked the city, according to the Patriot News.

Happy Independence Day, America! (Let's Hope It Doesn't Come To This...)

As we (United States of America) celebrate the 233rd anniversary of our Declaration of Independence from the British crown back in 1776, it is important for this country to remember the ideals and principles upon which it was founded. Over the last year, we have seen actions from our government that do not represent the America I was taught about in schools and in the history books. That America was proud and although it was not perfect it helped usher in a new industrial age upon which the world population advanced to new levels of progress.

Now America is a bully both abroad and to its own people. The government spies on its citizens and does not apologize. Grandmothers are tasered on our highways. Foster children are continually abused by a corrupt system. People are forcibly injected with experimental cancer-causing vaccines. Billions are spent on endless wars. Foreign bankers loot trillions from our children and grandchildren without any accountability. The police is being militarized. Major American corporations are bankrupted and sold to offshore interests. Climate bills designed to increase taxes and profits for the banks are passed in Congress without debate. And the U.S. military is discussing plans to operate domestically in violation of Posse Comitatus. Hopefully, I am just being paranoid, but it certainly feels like a "change" is a coming. I just pray and hope that it is a positive change and not a negative one. However, all signs seem to point to the latter unless the people wake up to what is truly happening and that America needs to return to the principles upon which it was founded.

Police Prepared for Civil Unrest and IMF Riots?

A majority of my posts this week have seemed to focus on predicted riots and unrest in America in the coming years. I have talked with people at work in the past who don't believe any such thing is possible. It would be nice to still be asleep, but I took the red pill a long time ago, so I have a feeling that the predictions will be accurate. It does not help that the War College and police forces are in agreement with the people making these predictions.

U.S. Sen. James Inhofe, R-Okla., and U.S. Rep. Brad Sherman, D-Calif., both said U.S. Treasury Secretary Henry Paulson brought up a worst-case scenario as he pushed for the Wall Street bailout in September. Paulson, former Goldman Sachs CEO, said that might even require a declaration of martial law, the two noted.

State and local police in Arizona say they have broad plans to deal with social unrest, including trouble resulting from economic distress. The security and police agencies declined to give specifics, but said they would employ existing and generalized emergency responses to civil unrest that arises for any reason.

“The Phoenix Police Department is not expecting any civil unrest at this time, but we always train to prepare for any civil unrest issue. We have a Tactical Response Unit that trains continually and has deployed on many occasions for any potential civil unrest issue,” said Phoenix Police spokesman Andy Hill.

“We have well established plans in place for such civil unrest,” said Scottsdale Police spokesman Mark Clark.

The Myth of Posse Comitatus?

Since I have been hearing a lot about Posse Comitatus in the last few weeks, I figured I should research the law. I haven't completed my research, but I did find the position as referenced on homelandsecurity.org. Its position is that the use of the military on the streets of America DOES NOT VIOLATE Posse Comitatus. At this point, I DO NOT AGREE with that position, but perhaps my position will change after further research. I do not recall any court ruling on the issue, so only time will tell.

The Posse Comitatus Act has traditionally been viewed as a major barrier to the use of U.S. military forces in planning for homeland defense.[1] In fact, many in uniform believe that the act precludes the use of U.S. military assets in domestic security operations in any but the most extraordinary situations. As is often the case, reality bears little resemblance to the myth for homeland defense planners. Through a gradual erosion of the act’s prohibitions over the past 20 years, posse comitatus today is more of a procedural formality than an actual impediment to the use of U.S. military forces in homeland defense.

Marine "Military Presence" Confirmed on the Streets of Southern California in San Bernardino County

Infowars.com is reporting that the Marines are on the streets of America assisting local law enforcement with DUI checkpoints and traffic stops.

How is this not a violation of Posse Comitatus?

As we reported yesterday, the Marine Corps Air and Ground Combat Center has dispatched uniformed and presumably armed (we have no confirmation of the latter) soldiers to assist the California Highway Patrol (CHP) in the operation of unconstitutional sobriety checkpoints in San Bernardino County, California, the largest county in California and the country (San Bernardino County is directly east of Los Angeles).

On the Alex Jones Show today, Gary Daigneault, News Director at KCDZ-FM based in Joshua Tree, California, said the California Highway Patrol was less than forthcoming with their plan to team up with the military police, a direct violation of the Posse Comitatus Act preventing the military from performing civilian law enforcement duties.

After running an editorial last week reminding the Marines stationed at the Marine Corps Air and Ground Combat Center of the illegality of such an operation, the California Highway Patrol sent the radio station a fax indicating that the action would not include military police (see faxes at right).

As a KCDZ-FM news report broadcast today points out, by law — to avoid entrapment — the California Highway Patrol is required to provide the location of its checkpoints to the media at least two hours prior. Although the CHP did provide the radio station with a telephone number to get this information, when the number was called there was no answer.

Moreover, “to add insult to injury,” Marine Corps military police, in uniform and in marked military police cars, were indeed teamed up with CHP outside of a Home Depot in the town of Yucca Valley.

After examining the documents faxed to KCDZ-FM, it becomes obvious that the CHP in Joshua Tree deliberately released disinformation to the media designed to cover its participation with the Marines, as noted a direct violation of Posse Comitatus.

The first CHP News release dated December 10 indicated the police planned to work with the Marines, while a second press release dated December 12, after KCDZ-FM aired a critical news editorial, had this reference removed. Both documents include a note indicating the media would be able to contact the Barstow Dispatch Center on December 12 to receive location information required by law. As noted above, calls to the number provided went unanswered.

As Alex mentioned on his show today, the Marines are well aware of Infowars coverage of the story and made reference not only Alex by name but Infowars staff members Aaron Dykes and Kurt Nimmo as well.

It should be obvious the Marines and the California Highway Patrol are engaged in a disinformation campaign against the media in order to cover up their illegal and unconstitutional behavior. Not only do they want to entrap the residents of San Bernardino County in their “sobriety/driver license checkpoint” in violation of the Fourth Amendment protecting the people against unreasonable searches and seizures, they also want to send a message that the military will henceforth be involved in domestic law enforcement in direct violation of Posse Comitatus.
