If the State of Ohio can vaccinate all raccoon population by air, who's to say that a State cannot distribute a mass vaccine to its human population by air?

Federal, state and county health officials will distribute baits laced with an oral rabies vaccine to immunize wild raccoons in 16 Ohio counties beginning today.
Most of the 877,680 baits will be distributed by air over 4,761 square miles in two areas: Northeast Ohio and along Ohio's eastern border.
