6,800,000,000 people multiplied by 0.15 (15%) is 1,020,000,000 or 1.02 billion people. Therefore, Bill Gates is saying that if the powers-that-be do a "great job" with new vaccines, healthcare and reproductive health services, then they will be able to kill 1 billion people. Nice job Gates! You are one evil man!
