How many vague descriptions can one document have? If you do paintball, then you may be considered a potential terrorist by the FBI. I would imagine that many people would be considered suspects or suspicious under this document. After an exhaustive list of different things showing why someone would be suspicious by being different from the norm, the document further says at the end that someone is not suspicious just because he/she is different.
